The Department for Local Government (DLG) administers approximately $29 million annually from the U.S. Housing and Urban Development’s Community Development Block Grant (CDBG) program. Funds are designated for the following program areas:
The U.S. Department of Housing and Urban Development (HUD) funded the Community Development Block Grant (CDBG) program for DLG to provide assistance to communities for use in revitalizing neighborhoods, expanding affordable housing and economic opportunities, providing infrastructure and/or improving community facilities and services. With the participation of their citizens, communities can devote these funds to a wide range of activities that best serve their own particular development priorities.
All project activities must meet at least one of three national objectives:
- benefit to low and moderate income persons
- prevention or elimination of slums or blight
- meeting particularly urgent community development needs.
For the 2011 funding cycle DLG will receive $24,941,284 for Community Development Block Grants. The funding is allocated into the following 2011 CDBG Funding Allocations.
Who Can Apply: All cities and counties are eligible to apply for the funds with the exception of Ashland, Bowling Green, Covington, Elizabethtown, Henderson, Hopkinsville, Lexington-Fayette County, Louisville/Jefferson County Metro Government, and Owensboro. These entitlement communities receive CDBG funds directly from HUD.

Pre-Submission: Each program area has specific requirements that must be met prior to DLG approving acceptance of an application. The required pre-submission documentation must be submitted by close of business November 1, 2010 for funding consideration.
Application Submission: Project applications for 2010 will be accepted beginning in May 2010 through December 15, 2010.
Project Review Criteria: For a project to be funded, a determination must be made regarding project need, reasonability of costs, and overall effectiveness.
